摘  要:在教育强国建设图景中,特殊教育是教育领域补短板、强弱项的兜底工程。强化特殊教育普惠发展,走中国式特殊教育现代化道路,需要把握特殊教育现代化的内在逻辑和基本表征。其内在逻辑包括办人民满意教育的理论逻辑、从普及走向普惠的历史逻辑,以及聚焦优质均衡的现实逻辑。其基本表征包括纵向贯通、横向融通、学科融汇、场域融合、制度托举和文化自觉。建设高质量特殊教育体系,需要补齐特殊教育作为“三段一类”教育的短板,摆脱特殊教育基本公共服务供给困境。In the construction of a powerful nation in education,special education is a backstop project to make up for weaknesses and shortcomings in the field of education.To strengthen the inclusive development of special education and take the road of modernization of special education with Chinese characteristics,we need to grasp the intermal logic and basic characteristics of the modemization of special education.Its internal logic in-cludes:the theoretical logic of providing education to the satisfaction of the people,the historical logic of moving from popularization to inclusive development and the realistic logic of focusing on quality and balanced develop-ment;its basic characteristics include:vertical,horizontal,disciplinary,field integration,as well as institutional support and cultural self-awareness.To build a high-quality special education system,we need to make up for the shortcomings of special education as a"three-stage and one-class"education,get rid of the dilemma of basic public service supply for special education,and make high-quality special education an important indicator for testing the high-quality and balanced development of basic education.
