摘  要:新规的出台标志着高校非学历教育将从快速发展阶段向着更加高效、公平、可持续的高质量发展阶段迈进。从宏观、中观、微观等不同视角来看,推动高校非学历教育高质量发展富有深刻的时代内涵与价值定位。但目前高校非学历教育还面临行政导向型驱动紊乱、管理机制运转失效、教学质量水平偏低、资源结构与利益问题突出等现实困境。基于“教育质量观”发展的三重导向,结合某民族地区高校非学历教育发展实例,提出通过精准办学定位、多元主体协同、创新教学模式、资源开发共享以及“亮点特色品牌”战略促进高校非学历教育高质量发展的系统对策。The introduction of new regulations indicates that non-academic education will move from a rapid development stage to a more efficient,fair and sustainable high-quality development stage in colleges and universities.From the macro,meso and micro perspectives,it is of profound connotation of the times and value orientation to promote the high-quality development of non-academic education in colleges and universities.However,non-academic education in colleges and universities still faces practical dilemmas such as administrative-oriented driving disorder,ineffective operation of management mechanism,low level of teaching quality,and prominent problems of resource structure and interests at present.Based on the triple orientation of the development of“education quality view”,this paper combines with the development example of non-academic education in colleges and universities in a minority area,and puts forward systematic countermeasures to promote the high-quality development of non-academic education in colleges and universities through precise school-running orientation,multi-subject cooperation,innovative teaching mode,resource development and sharing,and“highlighting featured brand”strategy.
