摘 要:教材治理现代化就是以现代治理理念优化教材管理权力的运作程序,推动我国教材制度从传统管理范式向现代治理范式转变。推进教材治理现代化是实现课程和教材现代化的关键环节,也是构建高质量教材体系的制度保障。教材治理现代化的衡量标准表现为落实教材建设国家事权,注重过程民主化,形成国家主导下多元共治格局,强调权力运行的制度化和法治化,追求效率、公平与质量并重,达到善治目标。当前我国教材治理现代化水平不断提升,但仍面临着三级教材管理制度下治理主体缺乏协同性、教材治理结构中成熟市场与专业组织发展不足、教材一体化建设中管理机制不完善等问题。推进我国教材治理现代化的有效路径主要有:落实国家事权,构筑教材治理的善治格局;分层分类推进,实现教材治理的多元共治;创新体制机制,探索教材治理的法治路径。The modernization of textbook governance is to optimize the operation procedure of textbook management power with modern governance concept,and to promote the transition of China′s textbook system from traditional management paradigm to modern governance paradigm.Promoting the modernization of textbook governance is the key to realizing the modernization of curriculum and teaching material,and also the guarantee to building the high-quality textbook system.The standards of judging the modernization of textbook governance is to implement the state power of textbook construction,pay attention to the democratization of the process,form a state-led multi-governance pattern,emphasize the institutionalization and legalization of power operation,put equal emphasis on efficiency,fairness and quality,and thus achieve the goal of good governance.Currently,the modernization level of textbook governance in China is constantly improving,but it still faces some problems:the lack of coordination among the governance subjects under the three-level textbook management system,the absence of mature market and professional organizations in the textbook governance structure,and the imperfection of the governing mechanism in the construction of textbooks integration.The effective ways of promoting the modernization of textbook governance are as follows:firstly,we should implement the state power and build a good governance pattern of textbook governance;secondly,we should promote hierarchical classification to realize the multi-governance of textbook governance;thirdly,we should innovate system and mechanism,and explore the legal path of textbook governance.
