摘 要:2023年是共建“一带一路”倡议提出十周年。十年来共建“一带一路”成为深受欢迎的国际公共产品和国际合作平台,极大地拓宽了包括教育在内的对外开放的深度与广度。在共建“一带一路”倡议下,中国教育对外开放取得显著成效,形成了教育对外开放的制度化框架、打造了较为完善的教育对外开放人才库、深化了教育对外开放的人文交流机制、扩大了中国教育国际公共产品供给。从“走出去”到“走进去”,共建“一带一路”倡议下的中国高水平教育对外开放应秉承构建人类命运共同体的理念逻辑,遵循以“文明、历史与世界”为主线的实践逻辑,通过优化共建“一带一路”教育合作新机制、拓展与“一带一路”共建国家教育发展新空间、精准服务人才中心和创新高地建设、拓展参与全球教育治理的广度与深度,开创共建“一带一路”倡议下中国扩大教育对外开放的第二个十年。The year 2023 is the 10th anniversary of the Belt and Road Initiative(BRI).Over the past decade,the BRI has evolved into a widely recognized international public good and a plaform for global cooperation,significantly enhancing the scope and scale of opening-up,including in edu-cation.Under the BRI,China's education opening-up has achieved remarkable outcomes,establish-ing an institutionalized framework for educational openness,fostering a comprehensive talent pool dedicated to educational exchange,enhancing the mechanism for people-to-people interaction in ed-ucation,and expanding China's contribution of international public goods in the field of education.From"Going out"to"going in",the high-level opening up of China's education under the BRI should adhere to the concept and logic of building a global community with a shared future,while fol-lowing the practical logic of"civilization,history,and world"as its main guiding principle.By opti-mizing the new mechanism for jointly developing educational cooperation along the BRI,expanding opportunities for educational development with BRI countries,establishing precision service talent centers and innovation hubs,as well as broadening participation in global education governance,Chi-na aims to further enhance its commitment to expanding educational openness during the second de-cade of the BRI.
