摘　　要：职业教育援助作为国际教育援助的重要内容,是德国开展国际援助的具体行动之一。为更好地维护德国国家利益,推广职业教育经验以及承担国际责任道义,德国积极向发展中国家提供对外职业教育援助,目的是提升德国国际影响力、服务文化外交战略以及树立国家良好形象。德国在对外职业教育援助的实践过程中,致力于加强援助组织机构建设、帮助受援国完善职教制度、探索三方合作模式,呈现坚持“权力-利益”的“本国导向”、兼顾“正义-公益”的“全球关照”、注重“语言-文化”的“文明力量”的特征。无论世界政治格局和国际关系如何复杂多变,德国对外职业教育援助始终坚持以国家权力与利益为主,兼顾全球公益与道义的价值取向和战略意图。Vocational education assistance,as an important part of international education assistance,is one of the specific actions taken by Germany to carry out international aid.In order to better safeguard Germany's national interests,promote its vocational education experience,and assume international responsibility and morality,Germany actively provides foreign vocational education assistance to developing countries,with the aim of enhancing Germany's international influence,serving cultural diplomacy strategy,and establishing a good national image.In the practical process of foreign vocational education assistance,Germany is committed to strengthening the construction of aid organizations,helping recipient countries improve vocational education systems,and exploring tripartite cooperation models.The assistance practice presents the characteristics of adhering to the"national orientation"of"power interest",balancing the"global perspective"of"justice public welfare,and emphasizing the"civilized power"'of"language culture".No matter how complex and ever-changing the world political landscape and international relations are,Germany's foreign vocational education assistance always adheres to the value orientation and strategic intention of prioritizing national power and interests,and balancing global public welfare and morality.
