摘 要:“双减”政策颁布以来,校外培训机构整顿,大量教培机构倒闭或转为非营利性机构导致学科类培训服务的供给减少。本研究通过质性研究方法,重点在于探究“双减”政策颁布之后违反“双减”规定的隐秘课外补习现象的具体运作细节,预测隐秘课外补习现象泛滥带来的监管难度升级、补习价格飙升及加剧教育不公的无序发展风险。通过实地观察、深度访谈等研究方法,探寻隐秘的课外补习现象背后纷繁复杂的“双减”政策颁布、升学导向、就业导向、教育本质等原因,具体在于家长“抢跑”思维根深蒂固、替代选项无法满足提分需求、家长对中考普职分流制度的认知偏差、劳动力市场的文凭筛选作用以及高等教育机会获得促进社会阶层流动。从构建学习化社会的角度提出治理建议:完善教培机构管理制度、完善校内课后服务、改善学校教育质量、改革中高考选拔制度以及破除“文凭社会”局面。Since the promulgation of the Double Reduction Policy,the off-campus training institutions have been rec-tified.At the meantime,a large number of education and training institutions have closed down or turned into non-profit institutions,which results in a decrease in the supply of disciplinary training services.Therefore,this study focuses on ex-ploring the specific operation details of the hidden extra-curricular tutoring phenomenon that violates the regulations of the Double Reduction Policy after its issuance through the qualitative research method.It predicts the proliferation of hidden extra-curricular tutoring,and there is the escalation of supervision dificulty,the soaring price of tutoring,and the risk of disorderly development that will exacerbate the inequality of education.After using field observation,in-depth interviews and other research methods,the paper found the intricate reasons behind the hidden extra-curricular tutoring phenome-non,such as the promulgation of the Double Reduction Policy,the education orientation,the employment orientation,and the fundamental nature of education.Specifically,parents'mind of"running first"is deeply rooted,alternative options can-not meet the needs of score raising,parents'cognitive bias towards the vocational distribution system for the secondary school entrance examination,the role of diploma screening in the labor market and the access to high education to promote social class mobility.From the perspective of constructing a learning-oriented society,the paper puts forward governance recommendations:improving the management system of education and training institutions,perfecting after-school services within schools,improving the quality of school education,reforming the selection system of high school and college en-trance examination,and dismantling the situation of"diploma society".
