摘 要:高等继续教育是我国高等教育事业的重要组成部分,正在经历从注重外延式发展向推动内涵建设转变,国家政策层面的宏观引导对其提升管理水平和人才培养质量尤为重要。政策工具作为政府为实现政策目标而采取的手段,是实现高等继续教育高质量发展目标的有效途径。基于政策工具和办学关键环节建构的二维分析框架,采用内容分析法对1979-2020年国家层面的108份高等继续教育政策文件进行量化分析,各类政策工具在不同阶段、办学形式、办学关键环节中的应用情况显示:当前我国高等继续教育政策体系基本形成,规范管理是高等继续教育政策的首要目标,但整体上强制型工具使用过多而激励型工具作用发挥不足,且各类政策工具在不同办学形式和办学环节上的运用不均衡。未来,高等继续教育的政策制定应当加强顶层设计和整体规划,综合运用多种政策工具以提升政策执行效力,在实施行政干预的同时引入市场机制。As an important part of higher education in China,higher continuing education is undergoing a transformation from focusing on extensional development to promoting connotative construction.The macro guidance of national policy is particularly important for improving the management level and the quality of talent training.As a measure adopted by the government to acchieve policy goals,policy instrument is an effective way to achieve the goal of high-quality development of higher continuing education.108 national higher education policy texts from 1979 to 2020 were analyzed with the quantitative method of content analysis based on the two-dimensional analysis framework constructed on the basis of policy instruments and key links of continuing education.The application of various policy instruments in different stages,forms and key links showed that the policy system of higher continuing education in China had been basically established,and standardized management was the primary goal.As a whole,compulsory instrument was the most widely used type,while the incentive instrument was the opposite.In addition,the application of policy instruments in different forms and links is not balanced.In the future,policy making should strengthen the top-level design and overall planning,apply comprehensive policy instruments to improve the effectiveness of policy implementation,and introduce market mechanism while implementing administrative intervention.
