摘 要:英国高等技术教育改革是针对英国技术教育4—5级资格课程和实施方式等进行的改革。在全球所面临的共同难题和英国特殊的社会经济背景下,为解决英国技术教育面临的问题和挑战、帮助学习者获得21世纪就业和生活所需的技能和知识,英国技术教育被赋予了以能力建设为导向、以促进熟练就业为目标、以服务地方为根本、以扩大吸引力为支撑的基本内涵。同时,改革在质量与公平、广度与深度、个性化与选择、贯通性与流动性四个原则的指导下,将资格体系的构建和课程教学的开展作为实施的主要途径。改革的特征和影响表现为:纠正了技术教育地位低下问题,课程领域的权力下放得到实现,学生选择范围得到进一步扩大,形成了以合作为基础的共同建设联盟。The reform of British higher technical education is aimed at the 4-5 level qualification courses and implementation methods of British technical education.Under the background of common global challenges and the UK’s special society and economy,British technical education has been endowed with the basic connotation of capacity-building as the orientation,promoting skilled employment as the goal,serving the local area as the foundation and expanding the attraction as the support,in order to solve the issues and challenges faced by technical education in the UK and help learners acquire the skills and knowledge needed for employment and life in the 21st century.At the same time,the reform takes the construction of qualification system and the development of curriculum teaching as the main ways of implementation under the guidance of four principles of quality and fairness,breadth and depth,individuation and selection,connectivity and mobility.The characteristics and effects of the reform are as follows:the problem of low status of technical education has been corrected,the devolution of authority in the field of curriculum has been realized,the scope of the choice of students has been further expanded,and the joint construction alliance based on cooperation has been formed.
