摘　　要：发挥教育强国的龙头作用,高校应在人才培养、学科建设、人才引育、科研创新和国际化办学等方面创造性地开展工作。坚持立德树人根本任务,不断提高人才培养质量;以学科集群建设为龙头,优化学科布局并培育一流学科;推进人才引育和学科协同发展,实现人才评价和人才管理新突破;重视基础研究和科研服务社会相结合,不断提高科研自主创新能力;做好师资队伍、人才培养、学术研究和校园环境的国际化,实现高水平对外开放。In the context of new era,colleges and universities should work creatively in the aspects of talent training,discipline construction,talent introduction,scientific research innovation and international education in order to give full play of the leading role of education.They should adhere to the basic task of cultivating people,and constantly improve the quality of personnel training;take the construction of discipline cluster as the leader,optimize discipline layout and cultivate first-class discipline;promote talent education and coordinated development of disciplines,and achieve new breakthroughs in talent evaluation and talent management;attach importance to the combination of basic research and scientific research to serve society,and constantly improve the ability of independent innovation in scientific research;pay attention to the internationalization of teaching staff,personnel training,academic research and campus environment,thus achieving a high level of opening up to the outside world.
