摘　　要：政策引领是实现中国式现代化的重要保障,为民办职业教育发展政策研究提供了合法性理据,系统的政策释析逻辑据此生成。政策变迁视域出发,“历时”维度,基于民办职业教育政策变迁追踪,生动演绎民办职业教育发展“演变历程”,追根溯源政策变迁与发展演变交互逻辑;“现时”维度,基于民办职业教育发展关键瓶颈透视,逻辑推导民办职业教育政策“未来主张”;“未时”维度,沿循历时“交互逻辑”,以“关键发展瓶颈”为突破重点,以“政策应然主张”为改革方向,以“政策优化消梗”为破解战略,为实现中国式民办职业教育现代化进行政策优化并设计系统未来方略。Policy guidance is an important guarantee for the realization of the Chinese path to modernization,which provides a legitimate rationale for policy research on the development of private vocational education and generates the systematic logic of policy interpretation accordingly.From the perspective of policy changes,the“evolution process”of the development of private vocational education is interpreted vividly based on tracking policy changes in private vocational education at the“historical”dimension,which can trace the interaction logic between policy changes and development evolution;Based on the perspective of key bottlenecks in the development of private vocational education at the“current”dimension,the“future proposals”for private vocational education policies can be logically derived;In the“future”dimension,the realization of policy optimization and systematic future strategy designing for a Chinese style private vocational education can be carried out by following the“interaction logic”of time,taking the“key development bottleneck”as the breakthrough focus,the“policy advocating”as the reform direction,and the“policy optimization to eliminate obstacles”as the solution strategy.
