高校自我评价的时代意义、现实困境与体系重构

摘　　要：我国高等教育进入普及化阶段,对高等教育发展提出了更高的要求。教育评价是教育发展的指挥棒,关系到教育的发展方向。目前,高等教育评价以政府评价和第三方评价为主,高校自我评价在理念和实践上严重缺失,高校不仅对自我评价认知不清晰,而且割裂了自我评价与外部评价的关系。高校要在理念上对自我评价进行再认识,在实践上运用“制度-知识-人才”体系进行自我评价。自我评价体系以制度效能彰显、知识水平创新、育人育才能力卓越为导向,并通过大数据、区块链和人工智能技术提升自我评价的效能。Higher education in our country has entered a stage of popularization,imposing higher demands on its development.Educational evaluation acts as a guiding force for the direction of educational development.Currently,higher education evaluations are primarily conducted by government and third-party entities,with universities'self-evaluations significantly lacking both in concept and practice.Universities not only have an unclear understanding of self-evaluation,but also have disconnected the relationship between self-evaluation and external evaluations.Universities need to re-recognize the concept of self-evaluation and implement it in practice through a"system-knowledge-talent"framework.The self-evaluation system should focus on institutional effectiveness,innovation in knowledge level,and excellence in talent cultivation as indicators of high quality.Moreover,technologies such as big data,blockchain,and artificial intelligence should be utilized to enhance the efficacy of self-evaluations.
