摘  要:知识经济时代,学分互认可在更大的范围内跨校融通教育资源,更优配置教育资源,推动学生多样化学习,提高人才产出质量。然而事实上高校学分互认工作推进相对缓慢,成效尚未完全凸显,存在顶层设计不足、校际实施障碍、监督管理缺失等方面的问题。本文在借鉴先进国家经验的基础上,具体提出为规范权责而构建国家主导的学分互认体系、以实施过程规范管理为目标打造学习成果认证共同体、为强化多方监督及评估形成多元利益相关者参与格局的可行对策。In the era of knowledge economy,credits transfer can integrate education resources across schools on a larger scale,optimize the allocation of educational resources,promote students'diversified learning,and improve the quality of talent output.However,the progress of credits transfer recognition in universities is relatively slow,and the effectiveness is not prominent enough.There are problems such as insufficient top-level design,obstacles to inter school implementation,and lack of supervision and management.On the basis of drawing on the experience of advanced countries,this paper specifically proposes feasible strategies for constructing a state-led credits transfer recognition system to standardize rights and responsibilities,creating a learning achievement certification community with the goal of implementing process standardized management,and forming a multi-stakeholder participation pattern to strengthen multi-party supervision and evaluation.
