摘　　要：“坚持党性党风党纪一起抓”是马克思主义政党性质宗旨与组织特点的根本要求,充分体现了管党治党的系统思维,也是防止“四风”反弹、推进党的作风建设的新思路与新要求,具有深刻的理论逻辑、历史逻辑与实践逻辑。“坚持党性党风党纪一起抓”必须坚持系统思维、问题导向与目标导向,其核心要义主要在于,要实现党的作风建设常态化、制度化、长效化,必须把整饬“四风”置于党的作风建设的系统性之中来深入思考,把党的作风建设置于整个党的建设的系统性中来深入思考;必须对包括党的作风建设在内的各项党建问题进行系统思考与综合治理,有效形成管党治党的强大合力;必须深刻把握“坚持党性党风党纪一起抓”的内容结构与内在层次。就实践方略与实践路径而言,必须实现“依规治党”与“以德治党”的协调、协同抓好惩治与预防工作、协同主体责任与监督责任、处理好“抓细”与“抓长”的关系,从而形成一体推进党性党风党纪的整体合力。"Working in concert to enhance Party consciousness,improve Party conduct,and tighten Party discipline"is not only the fundamental requirement of the nature,purpose and organizational characteristics of Marxist political parties,but also fully embodies the systematic thinking of managing and governing the Party.It is also a new idea and new requirement to prevent the rebound of pointless formalities,bureaucratism,hedonism,and extravagance and promote the construction of Party conduct,which has profound theoretical logic,historical logic and practical logic.We must adhere to the systematic thinking,problem orientation and goal orientation.The core essence is that in order to realize the normalization,institutionalization and longterm effect of the Party conduct construction,we must put the rectification of pointless formalities,bureaucratism,hedonism,and extravagance in the systematic construction of Party conduct to think deeply,and put the construction of Party conduct in the systematic construction of the whole Party to think deeply.We must carry out systematic thinking and comprehensive management of various party building issues,including the construction of Party conduct,and effectively form a strong joint force for governing the Party.We must deeply grasp the content structure and internal level of"working in concert to enhance Party consciousness,improve Party conduct,and tighten Party discipline".As far as the practice strategy and practice path are concerned,it is necessary to realize the coordination between"running the Party with regulations"and"running the Party with virtue",coordinate the punishment and prevention work,coordinate the main responsibility and supervision responsibility,and deal with the relationship between"grasping the details"and"grasping the long term",so as to form a joint force to promote the Party consciousness,Party conduct and Party discipline.
