摘 要:能力图谱是利用新一代信息技术和职业分析方法呈现职业教育专业能力标准的一种工具,其客观性和实施效力均优于能力框架和能力谱系。以能力模型建构理论、知识图谱理论、职业教育课程开发理论及专业建设理论等多学科理论为依据,可科学设计能力图谱“模式层”中的能力谱系,约束“数据层”中专业能力标准的信息输入,以及课程资源、学业质量评价应用场景的搭建。地方教育行政主管部门切实履行职业教育人才培养标准和数字化建设的管理与监督职能,创新管理方式,统筹推动能力图谱及应用场景的搭建,有助于推动职业教育人才培养质量标准建设,有效落实国家专业教学标准,多元利益主体深入合作探索数智时代技术技能人才培养的新形态,切实提高人才培养质量。The competency map is a tool for the presentation and analysis of professional competency standards in vocational education using a new generation of information technology and vocational analysis methods,and its objectivity and implementation effectiveness are superior to those of the competency framework and competency spectrum.Based on multidisciplinary theories such as competency model construction theory,knowledge map theory,vocational education curriculum development theory and professional construction theory,and according to the mechanism of competency map and application scenario construction,the competency spectrum in the"model layer"of the competency map is scientifically designed,the information input of professional competency standards in the"data layer"is constrained,and the application scenarios of curriculum resources and academic quality evaluation are constructed.Local administrative departments in charge of education earnestly perform the management and supervision functions of vocational education talent training standards and digital construction,innovate management methods,and coordinate and promote the construction of competency maps and application scenarios,which will help promote the construction of the multi-stakeholder system,standardize and objectify the quality standards for vocational education talent training,effectively implement national professional teaching standards,and deepen cooperation to explore new forms of technical and skilled talent training in the digital era,and effectively improve the quality of talent training.
