摘  要:第四代工业革命促使教育技术由弱智能转向强智能,为教育数字化带来新的机遇与挑战。新西兰基于应对数字技术革命的“双刃剑”效应与助推国家数字战略意图的实现两大动因加速教育数字化转型。在实践举措上开展六项行动,分别是实施毛利文化与数字化的共融、构建可信的数据系统、提供安全有效的数字化服务、促进多元合作和领导力的发挥以及转变学习、教学、研究和评估的方式。在价值向度上体现出四项特性,一是在意识形态上凸显包容平等、多元共生的价值观,二是注重数字基建以铺设教育数字化的奠基石,三是重视数字安全以构筑教育数字化的生命线,四是强调文化共融以打造教育数字化的民族魂。The 4th-generation industrial revolution has promoted a shift of educational technology from weak intelligence to strong intelligence,which brings new opportunities and challenges for the education digitalization.New Zealand is accelerating its digital transformation in education based on two motivations,which include the intent to respond to the double-edged-sword effects of the digital technology revolution,and the drive to achieve national digital strategy objectives.This transformation is guided by six key actions:integrating Maori culture with digitalization,establishing trustworthy data systems,providing secure and effective digital services,promoting collaboration and leadership,and transforming the ways of learning,teaching,research,and assessment.These actions reflect four main characteristics:emphasizing inclusive,equity and pluralistic symbiosis values in ideology,focusing on digital infrastructure as the foundation of education digitalization,prioritizing digital security as the lifeline of education digitalization,and highlighting cultural integration to shape the national spirit of education digitalization.
