摘  要:新时代中等职业教育办学功能从“以就业为导向”转向了“就业与升学并重”,人才培养目标从“服务就业”转向了“服务发展”。技能型社会建设需要技术技能型人才支撑,但是,职普比失衡制约了中职教育的发展规模,职普融通不畅降低了中职教育的人才培养质量,中职毕业生过度升学减少了初、中级技术技能人才供给,中职教育的人才培养正在遭遇发展困境。新时代中职教育办学功能定位的坚守与转向,应弹性实施职普比大体相当政策,建立横向融通、纵向贯通的人才培养体系,科学建立职教高考制度,营造公平就业制度环境。In the new era,the function of secondary vocational education has shifted from“employment-oriented”to“equal emphasis on employment and further study”,and the goal of talent training has shifted from“service employment”to“service development”.The construction of skilled society needs the support of technical and skilled talents.However,the imbalance of vocational and general education has restricted the development scale of secondary vocational education.The poor integration of vocational and general education has reduced the quality of talent training in secondary vocational education.The excessive enrollment of secondary vocational graduates has reduced the supply of primary and intermediate technical and skilled talents.The talent training of secondary vocational education is encountering development difficulties.In the new era,the adherence and transformation of the functional orientation of secondary vocational education should be based on the flexible implementation of roughly equivalent policy of vocational and general education,establish a horizontal and vertical talent training system,scientifically set up the college entrance examination system of vocational education,and create a fair employment system environment.
