摘 要:“县管校聘”改革是推进教师全员定期交流,促进师资统筹均衡配置的重要举措。由于教师交流涉及多种复杂因素的考量,“县管校聘”改革存在诸多困难。运用人性假设理论,从复杂人、经济人、社会人、自我实现人和文化人五个维度分析“县管校聘”改革困境,并在此基础上提出深入推进改革的建议:加强系统的顶层制度设计,建立跨部门协作联动机制;分类建立绩效考核机制,调动各方参与改革的积极性;明确交流作为教师法定义务,激励教师主动参加交流;尊重教师职业发展规律,促进教师专业可持续性发展;加强对交流教师的人文关怀,增进教师对改革的拥护等,这对促进义务教育优质均衡发展具有重要的现实意义。"County management and school recruitment"is an important measure to promote regular exchan-ges of teachers and balanced allocation of teachers.Due to the consideration of a variety of complex factors involved in the participation of teachers in mobility,there are still many difficulties in the reform of"County management and school recruitment".Using the humanity assumption theory,it analyze the dilemma of the reform of""County management and school recruitment"from five dimensions of humanity assumptions:"complex man",economic man","self-actualizing man","social man"and"intellectuals man".On this basis,suggestions for deepening the reform are proposed:strengthening the top-level system design of the system and establishing a cross-depart-mental collaboration and linkage mechanism;establishing a performance assessment mechanism by classification to mobilize all parties to participate in the exchange;clearly making the exchange a legal obligation for teachers and motivating them to take the initiative to exchange;respecting the law of teachers'career development and promote their professional sustainability;strengthening the humanistic care for the exchange teachers and promoting their support for the reform,etc.This will promote the high-quality and balanced development of compulsory education.
