摘 要:在城乡义务教育一体化阶段,教师资源均衡配置是实现教育一体化发展的重要条件。通过对H省M县的调研,发现M县城乡义务教育师资配置存在许多问题,主要表现为:城乡教师资源配置方式与城乡义务教育一体化发展步伐不适应,城乡教师资源配置标准与城乡义务教育一体化发展均衡不匹配,城乡教师资源配置结构与城乡义务教育一体化发展实质不协调,城乡教师资源配置管理与城乡义务教育一体化发展需求不同步。城乡义务教育一体化阶段教师资源配置的失衡,从根本上讲,是城乡二元结构发展差距的巨大缩影。为此,提出城乡教师资源均衡配置的优化路径:构建新发展格局,加强城乡义务教育一体化教师资源配置的互动性;构建新发展环境,优化城乡义务教育一体化教师资源配置的系统性;构建新发展标准,重塑城乡义务教育一体化教师资源配置的公共性;构建新发展方式,增强城乡义务教育一体化教师资源配置的可行性。In the stage of integrating urban and rural compulsory education,balanced allocation of teacher resources is an important condition for achieving the development of integrated education.Through the study on M County in H Province,this article reports many problems in the allocation of urban and rural compulsory education teachers in M County,the main manifestations include the mismatch between the allocation of urban and rural teacher resources and the pace of integrated development of urban and rural compulsory education,the mismatch between the standards of urban and rural teacher resource allocation and the balanced development of integrated development of urban and rural compulsory education,the mismatch between the structure of urban and rural teacher resource allocation and the essence of integrated development of urban and rural compulsory education,and the mismatch between the management of urban and rural teacher resource allocation and the needs of integrated development of urban and rural compulsory education.The imbalance in teacher resource allocation during the integration of urban and rural compulsory education fundamentally reflects the huge gap in the development of the urban-rural dual structure.Therefore,the article proposes optimization paths for the balanced allocation of urban and rural teacher resources which refers to constructing a new development pattern,strengthening the interactivity of integrated teacher resource allocation in urban and rural compulsory education;constructing a new development environment and optimizing the systematic allocation of teacher resources for the integration of urban and rural compulsory education;establishing new development standards and reshaping the public nature of teacher resource allocation in the integration of urban and rural compulsory education;constructing a new development model to enhance the feasibility of integrating teacher resource allocation in urban and rural compulsory education.
