摘  要:作为拥有近3亿老龄人口的大国,我国老年教育高质量发展不仅是建设学习型大国的重要内容,也是实现终身教育、促进社会可持续发展的重要途径。老年教育的高质量发展是老年人口大规模态势的现实诉求,是教育数字化转型的时代诉求,是劳动力再生与重构的人口红利改革诉求。学习型大国建设背景下,我国老年教育发展的实然问题表征主要为对“积极老龄化”内涵理解不透彻、顶层设计缺少系统性、教育服务质量低、资源共享性不足、职业教育参与度低等方面。促进我国老年教育高质量发展要转变从“老化”到“优化”的老年教育高质量发展理念;构建“自我实现与尊严”与“知识技能与价值观发展”互促的老年教育体系;实现满足老年教育高质量发展的职业教育需求重塑与结构重构;营造老年教育高质量发展的制度文化新生态。As a great country with nearly 300 million elderly people, the high-quality development of elderly education in China is not only a key component of building a learning nation but also an essential way to achieve lifelong education and promote sustainable social development. The high-quality development of elderly education is a practical demand arising from the large-scale elderly population,a demand of the times for the digital transformation of education, and a reform demand for the human dividend through labor force regeneration and restructuring. The practical issues in the development of elderly education in the context of building a learning nation primarily include the lack of comprehensive understanding of the concept of“active aging”, the absence of systematic top-level design,low quality of educational services, insufficient resource sharing, and limited participation in vocational education. In the context of building a powerful learning nation, the high-quality development of elderly education should shift from an“aging”to an“optimization”model.This involves creating an elderly education system that promotes both“self-realization and dignity”and the development of“knowledge,skills, and values”. It also calls for a restructuring and reform of vocational education to meet the demands of elderly education, as well as fostering a new institutional and cultural ecosystem that supports high-quality development in this field.
