摘  要:教育督导在改善教育行政管理、提升教育教学质量、促进教育公平等方面具有重要意义和价值。从历史逻辑看,中国特色教育督导历经近百年的探索与实践,形成了一条独特的发展路径:新民主主义革命时期的教育督导在困境中起步,社会主义革命和建设时期的教育督导在曲折中探索,改革开放和社会主义现代化建设新时期的教育督导恢复发展,中国特色社会主义新时代的教育督导步入法治化。从治理特征看,中国特色教育督导的治理主体强调党的领导贯彻始终,治理内容包括督促政府和学校依法依规履行教育职责,治理方式突出不断优化教育评估监测。从发展趋势看,中国特色教育督导将从增强教育督导权威性、加快教育督导队伍专业化、促进教育督导方式科学化、推动教育督导保障制度化等方面加以完善。Educational supervision is of great significance to the improvement of educational administration,educational quality and educational equity.In terms of the historical logic,after nearly a century-old exploration and practice,educational supervision with Chinese characteristics opened up a unique road to development:In the period of new democratic revolution,it started in difficulties;in the period of socialist revolution and construction,it made explorations in twists and turns;in the new era of reform and opening-up and socialist modernization,it resumed development,and became the law-based socialist educational supervision with Chinese characteristics in the new era.In terms of the characteristics of governance,the main body of the governance of educational supervision emphasizes the consistent CPC leadership,the specific governance includes urging the government and schools to perform their educational duties in accordance with laws and regulations,and the approaches to governance emphasize the continuous optimization of educational evaluation and monitoring.In terms of development trends,we will improve educational supervision;for example,we will strengthen its authority,speed up the construction of a professional force,promote scientific approaches,and push forward an institutionalized guarantee.
