摘 要:政策目标的实现需要以有效执行作保障。根据史密斯政策执行过程模型,深入研究近年来我国高等继续教育政策执行过程,发现在理想化政策、执行机构、目标群体、政策环境四个维度,面临着政策本身存在缺陷、政策执行能力不足、政策执行意愿低以及政策执行保障缺乏等现实困境。高等继续教育政策执行阻滞,需要完善政策制度设计,合理配置政策工具;强化部门协同,提升机构执行能力;调整目标群体利益,增强政策认同感;优化政策执行环境,营造良好发展氛围。唯有如此,才能推进政策有效执行,保障高等继续教育高质量发展。The realization of policy objectives requires effective implementation as a guarantee.Based on implementation process model of Smith policy,this paper deeply studies the implementation process of higher continuing education policies in China in recent years,and finds that there are some practical difficulties in four dimensions of idealized policy,implementation organization,target group and policy environment,such as the deficiencies of policy itself,insufficient policy implementation capabilities,the low willingness of policy implementation,and the lack of guarantee of policy implementation.To address the obstacles in the implementation of higher continuing education policies,it is necessary to improve the design of policy system and allocate policy tools rationally;strengthen departmental collaboration and enhance institutional implementation capabilities;adjust the interests of target groups and enhance policy identification;optimize the policy implementation environment,and create a good development atmosphere,so as to promote the effective implementation of policies to ensure the high-quality development of higher continuing education.
