摘  要:教师补充作为吸引优秀人才从教、优化教师队伍结构的关键着力点,对民族地区乡村教师队伍建设意义重大。当前民族地区乡村教师队伍补充,受到编制政策、岗位吸引力、师资供给侧等多重因素的影响,存在补充数量和质量、教师队伍结构、专业化水平诸多方面的问题。为此,民族地区乡村教师补充应进一步加大政策扶持力度;建立符合实际的编制核定与管理办法,配足配齐教师;推进教师教育供给侧改革,建立扎根民族乡土的教师队伍长效培养机制;运用政策杠杆体现积极差别待遇,增加民族乡村地区教师岗位吸引力,让民族乡村地区“优才能引、贤才能留”。Teacher supplementation as a central strategy to attract talents to the teaching profession and optimize the composition of the teaching workforce is crucial for bolstering the rural education sector in ethnic regions.Currently,the supplementation of teachers in rural ethnic areas is influenced by various factors including staff policies,job position attraction,and teacher supply,and it faces many problems in the quantity and quality of supplement,the structure of teachers and the level of specialization.Therefore,the rural teachers supplementation in ethnic areas should further increase the policy support;establish practical staff verification and management methods,and provide sufficient staffing for teachers;promote the supply-side reform of teacher education and establish a long-term training mechanism for teachers rooted in ethnic rural areas;adopt policy leverage to reflect positive and differential salary and welfare levels,enhance the attractiveness of teaching positions in rural ethnic areas,and enable ethnic areas to“attract talents and retain talents”.
