职业教育“飞地援疆”模式的创新探索——以山东商业职业技术学院援助喀什职业技术学院为例

摘　　要：教育援疆政策是我国政府为了支持新疆地区教育事业发展、促进民族团结和社会稳定而实施的一项重要战略。目前,职业教育援疆多采用“组团式”对口支援的模式,已取得较好的成效,但仍需要在系统性布局的专业建设、科研社会服务、师资队伍建设等方面进一步提升。通过研究教育援疆相关文献,分析教育援疆模式存在的问题,阐述职业教育“飞地援疆”的内涵与理论基础,以山东商业职业技术学院援助喀什职业技术学院为例,提出相应的对策建议,以期为职业教育援疆模式提供理论支持与实践参考。The policy of educational support for Xinjiang is a vital strategy implemented by the Chinese government to bolster the educational development of Xinjiang,to promote ethnic unity,and to ensure social stability.Currently,vocational education support for Xinjiang predominantly adopts a“group-based”targeted assistance model,which has achieved remarkable results.However,there is still a need for further enhancement in areas such as systematically planned specialty construction,scientific research and social services,and teaching staff construction.By studying relevant literature on educational support for Xinjiang,this paper analyzes the existing issues in the educational support model for Xinjiang,elucidates the connotation and theoretical foundation of“Enclave Aid to Xinjiang”in vocational education,and proposes corresponding countermeasures and suggestions by taking Shandong Institute of Commerce and Technology’s assistance to Kashgar Vocational and Technical College as an example.The aim is to provide theoretical support and practical reference for the vocational education support model for Xinjiang.
