新时代推进西部高校教师队伍建设的动因、问题与对策

摘　　要：以国家“一带一路”倡议与“双一流”建设战略的全面实施为契机,聚力优化西部高校教师队伍建设制度环境、推进高水平教师队伍建设,是新时代实现我国高等教育发展战略目标的基本途径、提升西部高校教育质量的迫切需要、加快西部经济社会发展的内在要求。当前,西部高校教师队伍建设仍面临着教师队伍结构不合理、高层次人才匮乏、国际化水平不高、管理制度不健全、教师发展生态不和谐等突出问题,亟待国家和高校进一步优化西部高校改革发展、人才引进、教师发展、学科建设、教师管理的制度环境,构建起与新时代西部高等教育发展相适应的支持有效、引才有序、发展有道、成长有依托、工作能舒心的教师队伍建设制度机制,助力西部高校教师队伍建设提水平、上台阶。Taking full advantage of the comprehensive implementation of the national“One Belt,One Road”initiative and the“Double First-Class”construction strategy,focusing on optimizing the institutional environment for the high-level teachers’team construction of universities in western China to promote the high-level teachers’team construction is the basic way to achieve the strategic goals of higher education development in the new era,the urgent need to improve the quality of education of universities in western China,and the internal requirement for accelerating the economic and social development of western regions.However,the construction of teachers’team of universities in western China still faces prominent problems presently,such as the unreasonable team structure,the lack of high-level teachers,the low level of internationalization,an incomplete management system and unharmonious of development ecology.Therefore,it is urgently needed for the state and universities to further optimize the institutional environment for the reform and development,talent introduction,teachers development,discipline construction and teachers management of universities in western China,to build an institutional and mechanism system that is adapted to the development of higher education in western China in the new era,supporting effective,orderly talent introduction,sustainable development,strong support,and comfortable work for teacher teams,thus helping to raise the level and step of teachers’team construction of universities in western China.
