教育强国视域下高质量教师教育体系的理论认识与实践设计——专访东北师范大学柳海民教授

摘  要:柳海民教授长期致力于教育质量与教育体系建设的学术研究。经济领域提出高质量发展政策话语后,柳海民教授带领团队率先开展了教育高质量发展研究,并先后获批“新时代中国教育高质量发展的路径与对策研究”“高质量教育体系的内涵、比较与建设路径研究”两项国家社科基金重大项目。近年来,该团队已形成了一系列以“教育高质量发展”为核心的学术成果。高质量的教师队伍是教育高质量发展的关键支撑,也是教育强国建设的中坚力量。柳海民教授重点阐述了高质量教师教育体系在支撑教育强国建设中的理论认识与实践路径。他认为,高质量教师教育体系对于教育强国建设的价值,既体现在对建设高质量教育体系的支撑作用上,又体现在对解决学科发展困境的现实需求上。他强调高质量教师教育体系的内涵特征应紧紧把握“高质量”“体系化”“自主性”三个方面。当前,教师教育已支撑中国建成了世界最大规模的教育体系,教师教育模式的持续创新有效促进了教师素质的整体提升,高质量教师教育体系正助推中国教育国际竞争力不断攀升。在教育强国背景下,高质量教师教育体系建设需要教育家精神的引领、科学系统的制度设计以及高效灵活的教育治理模式。Professor Liu Haimin has long been committed to academic research on education quality and education system development.Following the introduction of the discourse on high-quality development in the field of economy,Professor Liu led his team to pioneer research on high-quality education development,and was successively approved fortwo major projects funded by the National Social Science Fund of China,namely“Research on the Paths and Countermeasures for the High-Quality Development of Chinese Education in the New Era”and“Research on the Connotation,Comparison,and Construction Paths of a High-Quality Education System”.In recent years,he has produced a series of academic achievements centered around“high-quality education development”.A high-quality teacher force is the key support for high-quality education development and the backbone of building a strong country in education.Professor Liu elaborated on the theoretical and practical design of a high-quality teacher education system in supporting the construction of a strong country in education.The value of a high-quality teacher education system for the construction is reflected both in its support for the construction of a high-quality education system and in addressing the practical needs of overcoming disciplines development dilemmas.The connotative features of a high-quality teacher education system should firmly hold three key points:“high quality”,“systematization”,and“autonomy”.Currently,teacher education has supported China in establishing the world's largest education system,and continuous innovation in teacher education models has effectively promoted the overall improvement of teachers'qualities.The high-quality teacher education system is continuously enhancing China's international competitiveness in education.In the context of building a strong country in education,the construction of a high-quality teacher education system requires the guidance of an educationalist spirit,scientific and systematic institution design,as well
