从英国经验看中国道路:继续教育何以阻断农村相对贫困代际传递?

摘  要:在实现共同富裕的新进程中,我国农村贫困治理已由治理绝对贫困及其代际传递向治理相对贫困及其代际传递转移。继续教育作为缩小社会鸿沟、实现社会公平的有效手段,在阻断农村相对贫困代际传递过程中具有重要作用。作为“从摇篮到坟墓”的福利国家,英国的贫困治理理论及实践都走在了世界前列,从英国经验看中国道路,对我国具有积极的现实意义。研究发现:在经历了初步发展时期、失衡探索时期、全面推进时期之后,英国继续教育阻断农村相对贫困代际传递呈现出“代内与代际”“社会共同善与个体权利平衡”“济贫与济身”兼顾的特点。借鉴英经验,我国继续教育应从以下方面助力阻断农村相对贫困代际传递:以一代发展推进二代流动,阻断相对贫困代际传递;以教育公平促进社会公平,形成多元一体合力;以提高能力实现个人自由,激发公民个体意识。In the new process of achieving common prosperity,the governance of rural poverty in China has shifted from addressing absolute poverty and its inter-generational transmission to addressing relative poverty and its inter-generational transmission.Continuing education,as a favorable means to narrow the social gap and achieve social equity,plays an important role in preventing the inter-generational transmission of relative poverty in rural areas.As a welfare state that goes from cradle to grave,the UK's poverty governance theory and practice are at the forefront of the world,and China can gain many meaningful insights from the UK's experience.Research has found that after experiencing a period of initial development,imbalance exploration,and comprehensive promotion,continuing education in the UK has shown characteristics of inter-generational and intra-generational,social equity and individual rights balance.It also plays a role in poverty alleviation and personal assistance in preventing the intergenerational transmission of relative poverty in rural areas.In the future,China should continue to leverage the social value of continuing education:promoting the mobility of the second generation through the development of the first generation to prevent the inter-generational transmission of relative poverty.It should also promote social equity through educational equity and form a diverse and integrated force while enhancing the ability to achieve personal freedom and stimulating citizens'individual consciousness.
