摘  要:教师负担治理已成为当前教育治理的核心议题,影响着打造高质量教师队伍和实现立德树人根本任务。信任作为教师负担治理的一种基本事实、一种社会资本和一种复杂性简化机制,能简化教师负担治理中的风险性和复杂性,凝聚多元主体之力建立“合作共治”的信赖关系,并由此降低教师负担治理成本,提高教师负担治理效能。然而,教师负担治理中制度内外欠佳、主体协同乏力、主体利益博弈等问题致使出现教师负担治理制度信任失落、关系信任异化、情感信任淡薄等信任危机。由此,治理教师负担,应致力于完善“内保外约”、夯实“合作共治”、推进“利益共容”,从而强化制度信任、维护关系信任、培育情感信任,消解教师负担治理的信任危机。Teacher Burden governance has become a core issue of current education governance,which affects the construction of a high-quality teaching workforce and the realization of the fundamental task of moral education.Trust,as a basic fact,a social capital,and a mechanism for simplifying complexity,can reduce the risks and complexities in teacher burden governance.It can also gather the power of multiple stakeholders to establish the trust of“cooperative co-governance”,and thus reduce the cost of governance and improve the effectiveness of teacher burden governance.However,problems such as poor internal and external systems,weak coordination among stakeholders,and game of interests among stakeholders have led to trust crises such as loss of trust in teacher burden governance systems,alienation of relationship trust,and weak emotional trust.Therefore,the governance of teacher burden should be committed to improving“internal guarantees and external constraints”,consolidating“cooperative co-governance”,and promoting“benefit compatibility”,so as to strengthen institutional trust,maintain relationship trust,cultivate emotional trust,and eliminate the trust crisis of teacher burden governance.
