摘　　要：“王朝周期率”这一历史问题的真正症结,不仅在于如何实现社会的“长治久安”,更在于破解“王道恒常”在中国传统社会中如何得以持续传递。现时代,冲决传统专制体制罗网的关键,在于走出视“民”为工具的传统“固本”思维,确立“人民主体”的价值定位,真正把人的解放和权利保障作为国家治理的根本目的,进而建立起一套与之相适应的管理体制和施政模式。当然,有了好的制度,还需要有正确的作为。只有通过民主政治推动社会系统的变革,不断以“自我革命”推动“社会革命”,持续提升社会的开放度和自组织能力,才是走出“历史周期率”的根本所在。进一步讲,要实现社会的长治久安,不能对人类的智识和行为抱有过于乐观的预期,我们还需要不断反省自己的思维和行为模式,不断探索进入未来的方式。The real crux of the historical problem of “dynastic cycle law”lies not only in how to realize “long-lasting peace and stability”in the society,but also in how to solve the problem of how the “King's Way of Constancy”can be continuously transmitted in traditional Chinese society. In the present era,the key to breaking through the traditional institutional net is to step out of the traditional“fixed”thinking that regards“the people”as a tool,to establish the value orientation of“the people being the subject ”, and to truly take the emancipation and protection of human rights as the fundamental purpose of national governance,so as to establish a set of management system and governance mode that is compatible with it. With a good system,there is also a need for proper action.Only when promote changes in the social system through democratic politics,constantly promote the“social revolution”with “self-reform”,and continuously enhance the openness and self-organizing capacity of the society,will they be able to break out of the “historical cycle law”. This is the only way to break out of the “historical cycle law”.
