摘 要:学校设置教练员岗位有利于提升学校体育教育专业水平,拓宽体育后备人才培养,是深化体教融合的重要举措,是实现教育强国、体育强国、健康中国的重要路径。该研究运用文献资料、实地调研等方法,从政府统合逻辑、市场效能逻辑、行为主体需求逻辑分析我国学校设置教练员岗位的现实困境,进而提出应对策略。研究认为:政府科层纵向共谋和横向博弈、市场资源隔离和要素配置失序、社会认同不足和公益公平失衡等影响学校设置教练员岗位的贯彻落实。已有实践经验包括:政策制定与顶层设计、多部门协作与资源整合、定向招聘与岗位安置、专项培训与能力等。据此,该研究提出了实现学校设置教练员岗位政策落实的有效路径:畅通跨科层传导机制,协同跨部门沟通执行机制;打通校社体资源壁垒,优化配置学校体育要素;提高社会整体性认知,满足学生体育多元需求。The establishment of coach positions in schools is conducive to enhancing the professional level of school physical education,expanding the cultivation of sports reserve talents,and is an important measure to deepen the integration of sports and education.It is also an important path to achieve a strong educational country,a strong sports country,and healthy China.By using methods such as literature research and field investigations,this study analyzes the real dilemmas of setting up coach positions in schools in China from the perspectives of government integrative logic,market efficiency logic,and actor-centric demand logic,and then proposes response strategies.The study believes that factors such as government department vertical collusion and horizontal game-playing,market resource isolation and disordered factor allocation,and insufficient social recognition and imbalance of public welfare and equity affect the efficient establishment of school coach positions.Existing practical experiences include policy formulation and top-level design,multi-departmental collaboration and resource integration,targeted recruitment and position placement,and specialized training and capacity enhancement.Based on it,this study has proposed the following effective ways to implement the policy of setting up coach positions in schools:smoothing the cross-tier transmission mechanism and coordinating cross-departmental communication and execution mechanisms;breaking down the barriers between school,community,and sports resources to optimize the allocation of school sports elements;and improving overall social cognition to meet the diverse sports needs of students.
