区域职业教育均衡发展的困境与应对策略

摘　　要：推动区域职业教育均衡发展是建设教育强国和创新型国家的内在要求,是提升新质生产力、推动职业教育高质量发展的战略需求。当前区域职业教育均衡发展的困境有:《职业教育法》立法体系偏向宏观层面,职业教育经费投入体制呈现条块化分割,区域经济发展不均衡带来递次影响。推进区域职业教育均衡发展需要有效的战略统筹作为保障,应该做到丰富《职业教育法》实操性内容;减小区际职业教育投入差别,加大中央和省级财政拨款力度;建立基于区域职业教育均衡发展的循环沟通协调机制。Promoting the balanced development of regional vocational education is an inherent requirement for building an educational powerful and innovative country,and it is also the strategic demand for enhancing new quality productivity and promoting the high-quality development of vocational education.At present,the obstacle bottlenecks to the balanced development of regional vocational education include:the legislative system of Vocational Education Law tending to be macro level,the funding system for vocational education presenting a fragmented and segmented pattern,and the uneven regional economic development bringing about secondary impacts.Promoting the balanced development of regional vocational education requires effective strategic coordination as a guarantee so that we should enrich the practical content of Vocational Education Law.We should reduce the gap in investment in vocational education between regions and increase the allocation of central and provincial financial resources.We should establish a circular communication and coordination mechanism based on the balanced development of regional vocational education.
