摘 要:根据“双减”政策的要求,各地中小学纷纷建立了学生作业公示制度。但在实践过程中,学生作业公示制度面临着诸多困境,具体表现为监管价值僭越减负价值,总量控制遮蔽品质提升,形式规范重于实质内容。在主体层面,减负共识的缺乏损害了制度的合法性;在操作层面,行政问责的空位侵蚀了制度的公正性;在效用层面,成效显现的滞后影响了制度的可持续性。为更好地发挥学生作业公示制度的功用,需要实施动态监测,以区域为单位持续推进公示制度的落实;推介“双减”成效,以鲜活有力的案例转变教师和家长的观念;关注教师成长,以教师作业设计能力的发展带动作业品质的提升。According to the requirements of the"double reduction"policy,primary and secondary schools all over the country have established a student homework disclosure system.But in the process of practice,the student homework publicity system is trapped into dilemma.The concrete performance is that the supervision value exceeds the burden reduction value,the total amounts control of homework overshadows the quality improvement,and the form norm of the policy is more important than the substance.At the subject level,the lack of consensus on reducing homework burden damages the legitimacy of the system.At the operational level,the vacancy of administrative accountability erodes the fairness of the system.At the utility level,the lag of effectiveness affects the sustainability of the system.In order to give full play to the function of the disclosure system of students'homework,it is necessary to implement dynamic monitoring and continue to promote the implementation of the publicity system by region.The effect of double reduction"should be broadcasted to change the concept of teachers and parents with vivid and powerful cases.Teacher professional development should be brought into focus to promote the improvement of homework quality with the development of teachers'homework design ability.
