摘　　要：本文立足党的二十届三中全会提出的“打通高校、科研院所和企业人才交流通道”政策要求,聚焦高校与高科技企业的人才流通问题,论证了其对提升国家创新活力和效能、推动高校深层次改革及增强产业竞争力的重大意义。研究发现,不同层次高校、不同交流强度、不同类型学科的人才交流均存在阻断,而制度不合理设计导致的“意愿缺失”是关键堵点。不合理的高校评价制度使多数企业与高校人才双向丧失竞争力,而对少数高层次复合型人才,高校又因薪酬和管理制度限制难以开出“高价码”。本文基于高校体制机制改革视角,建议重塑高校评价体系、试点“双聘制”与“捐赠讲席教授”、构建支持体系,从而促进校企人才交流。This paper,based on the policy requirements outlined in the 20th Third Plenary Session of the CPC Central Committee to“facilitate talent exchange among universities,research institutes,and enterprises,”focuses on the issue of talent mobility between universities and high-tech enterprises.It explores the significant implications of facilitating such exchange for enhancing national innovation capacity and efficiency,driving deep reform in universities,and strengthening industrial competitiveness.The study reveals that talent exchange faces barriers across different types of universities,varying intensities of exchange,and diverse academic disciplines.The key obstacle is the“lack of willingness”caused by flawed institutional designs.Unreasonable university evaluation systems result in a mutual loss of competitiveness between enterprise and university talents.For a small number of high-level interdisciplinary talents,universities struggle to offer competitive remuneration due to salary and management constraints.From the perspective of university system reform,this paper proposes reshaping evaluation systems,piloting“dual employment”and“endowed chair professor”models,and establishing support systems to promote university-enterprise talent exchange.
