新时代统筹城乡学前教育资源配置均衡发展路径研究

摘　　要：资源均衡配置是确保学前教育成果、践行教育公平理念的有效途径,目前国家在财力资源配置、人力资源配置、物力资源配置上做出了较大努力并取得了良好成效,但仍存在经济发展失衡、城乡二元结构、财政投入不足等问题,阻碍了学前教育资源的均衡配置。文章从财力方面、人力方面、物力方面、机制建设四个维度提出具体建议。财力方面,健全投入保障机制,落实学前教育公平;人力方面,进行城乡师资补充,建设完善保障机制;物力方面,实现城乡资源流通,实现资源均衡配置;机制建设,健全投入保障机制,落实学前教育公平。The balanced allocation of resources is an effective way to ensure the results of preschool education and practice the concept of educational equity.Currently,the country has made great efforts and achieved good results in the allocation of financial resources,human resources,and material resources.However,there are still problems such as economic development imbalance,urban-rural dual structure,and insufficient financial investment,which hinder the balanced allocation of preschool education resources.This paper proposes specific suggestions from four dimensions:financial resources,human resources,material resources,and mechanism construction.In terms of financial resources,a sound investment guarantee mechanism should be established to implement fairness in preschool education.In terms of manpower,we will supplement urban and rural teaching staff and establish a sound guarantee mechanism.In terms of material resources,we can achieve the circulation of urban and rural resources and achieve balanced allocation of resources.In terms of mechanism construction,we should focus on sound investment guarantee mechanism,and implementation of equity in preschool education.
