摘  要:建立中小学校党组织领导的校长负责制,是坚持和加强党对中小学校全面领导的必然要求。基于对15位校长的访谈发现,制度规定是贯彻落实中小学校党组织领导的校长负责制的主要依据和指引,但在制度实施过程中也存在“责权划分难以清晰、决策与执行不易彻分、分工合作不尽协调、落实机制不够健全”等难题。实践中的中小学校党组织领导的校长负责制具有鲜明的“复杂性”特征,表现为多样的情境、模糊的角色、人事的关联和动态的过程。稳慎推进建立中小学校党组织领导的校长负责制,需要将“制度”规定与“实践”特征结合起来思考,坚持制度为基、坚持实事求是、重视匹配用人、突出学习思维。The establishment of the principal responsibility system under the leadership of the CPC(the Communist Party of China)organization in primary and secondary schools is a necessary measure to uphold and strengthen the CPC’s comprehensive leadership in these institutions.Based on the interviews with 15 principals,it is found that the system regulations provide the foundation and guidance for implementing the principal responsibility system under the leadership of the CPC organization in primary and secondary schools.However,several challenges persist during implementation,including unclear delineation of responsibilities and authorities,difficulty distinguishing decision-making from execution,lack of coordination in division of labor and cooperation,and inadequacies in the implementation mechanism.The principal responsibility system under the leadership of the CPC organization exhibits distinctive characteristics of complexity,which is manifested in its contextuality,ambiguity,interconnectedness and process-oriented nature.To effectively advance the establishment of the principal responsibility system under the leadership of the CPC organization in primary and secondary schools,it is necessary to integrate institutional provisions with practical characteristics,uphold a system-based approach,adhere to fact-based perspective,prioritize personnel alignment,and highlight the learning mindset.
