摘  要:成功推行党组织领导的校长负责制的关键是厘清党组织和校长的权限边界以及与之相应的职责分工。“领导”与“负责”界定不清,党组织之“领导”与校长之“负责”容易产生观念混淆、权力交叉、职责重叠、推诿扯皮的现象。在学校管理过程中,党组织与校长要坚持“有所为有所不为”,党组织重在“领导”,坚持政治与价值取向,强调“做对的事情”;校长重在“管理”,坚持专业与事务取向,强调“把事情做对”。具体落实的关键是要明晰权限边界,强化党政沟通协调,构建履职考评问责体系,提升领导涵养等。The key to the successful implementation of the principal responsibility system under the leadership of the CPC(the Communist Party of China)organization is to clarify the boundary of the authority between the Party organization and the principal,alongside a corresponding division of responsibilities.Ambiguities in the definitions of“leadership”and“responsibility”often result in conceptual confusion between the“leadership”of the Party organization and the“responsibility”of the principal,leading to overlapping authority,redundant duties,and mutual blame or shirking of responsibilities.In school management,Party organizations and principals should adhere to the principle of“knowing what to do and what not to do”.Party organizations should emphasize“leadership”by maintaining a focus on political and value orientations,and prioritizing“doing the right things”.Principals should prioritize“management”by adhering to professional and operational orientations,and focusing on“doing things right”.Key steps for practical implementation include clarifying the boundaries of authority,strengthening communication and coordination between the Party organization and school administration,and fostering leadership development.
