摘  要:我国教育治理与数据技术呈现一定的“脱嵌”色彩,亟需走出一条与高质量发展要求相适应的社会责任与创新之道。数据技术介入循证教育治理具有三重突出价值,表现为数据驱动全域治理的基本范式、塑造平衡共叠的良性循环治理环境和构建“政产学研用”的系统治理工程。本文从话语逻辑、实践向度和模型重构阐述循证教育治理从“暗箱隐喻”到“靶向隐喻”、从“因果性治理”到“关联性治理”、从“线性职能结构”到“双重协同效应”的演进机制,呈现“数据集成—数据聚焦—数据关联—数据运用—数据预警”为主线的数据运行和“循证识别—循证研判—循证分析—循证决策—循证防控”为主线的循证治理过程。在进一步审视大数据置入教育治理过程中,需澄明循证共识与场域准入、循证过度与价值理性的阈限。In China,there is a certain degree of"disembedding"between educational governance and data technology.It is urgent to explore a path of social responsibility and innovation that is in line with the requirements of high-quality development.The intervention of data technology in evidence-based educational governance has three prominent values,manifested as the basic paradigm of data-driven holistic governance,the creation of a virtuous-cycle governance environment with balanced superposition,and the construction of a systematic governance project of"government-industryuniversity-research-application".From the perspectives of discourse logic,practical dimension,and model reconstruction,this paper respectively expounds on the evolution mechanism of evidence-based educational governance from the"blackbox metaphor"to the"targeted metaphor",from"causal governance"to"relational governance",and from the"linear functional structure"to the"dual synergistic effect",presenting the data operation with the main line of"data integrationdata focusing-data association-data application-data early warning"and the evidence-based governance process with the main line of"evidence-based identification-evidence-based judgment-evidence-based analysis-evidence-based decisionevidence-based prevention and control".When further examining the integration of big data into educational governance,it is necessary to clarify the thresholds of evidence-based consensus and field access,as well as evidence-based over-emphasis and value rationality.
