“双减”背景下的教育资源竞争:基于成都市校外培训教育的考察

摘  要:各类校内校外培训是加重基础教育阶段学生学业负担的重要原因。“双减”政策落地实施后,社会普遍关注各类培训及培训机构的治理情况。以成都市为对象进行考察发现,各类“小作坊”式的培训机构仍然延续着“地下考试”的组织者角色,部分校外培训机构则通过响应国家政策实现转型获得合法身份,以提升学生竞争力和辅助学生竞争优质教育资源的生存策略依然得以延续。其根源在于,教育资源差异和优质教育资源短缺的问题始终存在。家长对校外培训机构的依赖没有完全改变,只是在校外培训教育资源锐减的情况下,家长的教育选择日趋理性。概言之,“双减”政策对校外培训行业的整顿效果显著,但并未完全解决学生和家长对优质教育资源的需求问题,校外培训机构与学生和家长之间建立的共赢关系始终存在,教育资源竞争还在延续。Various on-campus and off-campus tutoring is primarily responsible for the academic burden increase of students in the basic education stage.After implementation of the policy to ease the burden of excessive homework and off-campus tutoring for students undergoing compulsory education("double reduction"policy for short),the society pays much attention to the governance of various tutoring and tutoring institutions.With Chengdu as an example,it is found through investigation that many kinds of tutoring institutions in the form of"small workshop"still play the role of organizing clandestine examinations,while some off-campus tutoring institutions responding to the policy have been recognized legally after transformation,making their way of survival continue,which is to enhance students′competitiveness and assist students to compete for high-quality educational resources.The root cause lies in the still existing differences in educational resources and the shortage of high-quality educational resources.Parents′dependence on off-campus tutoring institutions has not completely changed,but they have increasingly rational educational choices when facing the sharp decline in off-campus tutoring resources.In short,the"double reduction"policy has a remarkable governance effect on the off-campus tutoring industry,which,however,has not completely addressed the demand of students and their parents for high-quality educational resources.The win-win relationship between them and off-campus tutoring institutions still exists,and the competition for educational resources is ongoing.
