摘　　要：近十余年来,随着国家、地方实施一系列人才引进和招聘计划,海外留学人才回流的趋势日益巩固和强化,留学归国人才已在高水平研究型大学新教师队伍中占据了较大的比例,也是未来高校教师队伍建设的主要引进对象。高校留学归国人才具有知识水平高、影响力大、话语权强的特点。以强大的政治引领力、感召力、凝聚力引导他们积极投身立德树人和科技创新,对于高等教育事业发展和教育强国建设意义重大,对于培养社会主义建设者和接班人影响深远。从新时代人才战略、科技安全、教师思想政治教育等新视角辨明高校留学归国人才政治引领的价值意蕴,通过调查研究掌握新时代高校留学归国人才政治引领工作的现状、问题和挑战,分析其原因,并着眼于组织、方法、内容、评价等过程要素,针对性提出新的实践进路,能有效提升高校留学归国人才政治引领工作水平。In the past ten years or so,with the implementation of a series of talent introduction and recruitment programs at national and local levels,the trend of returning talents from overseas has been increasingly consolidated and strengthened,and the returned talents have occupied a large proportion of the new faculty of high-level research universities,and they are also the main targets for the introduction of the future construction of university faculty.Returned talents with high knowledge level,great influence and strong voice in colleges and universities are of great significance to the development of higher education and the construction of a strong education country,and have a far-reaching impact on the cultivation of socialist builders and successors by their strong political leadership,inspiration and cohesion,and actively participate in the establishment of education for morality and scientific and technological innovation.We identify the value implication of political leadership of returned talents in colleges and universities from the new perspectives of talent strategy,scientific and technological security,and ideological and political education of teachers in the new era,grasp the status quo,problems and challenges of political leadership of returned talents in colleges and universities in the new era through investigation and research,analyze the reasons for the challenges,and put forward a new way of practice by focusing on the elements of the process such as organization,method,content,and evaluation,effectively enhance the level of political guidance for returnee talents from universities.
