常住人口规模:新时代义务教育资源配置的“定位器”

摘　　要：改革开放以来,人口流动促进了城市发展,但也对城市的基本公共服务尤其是义务教育供给提出了挑战。面对人口流动和集聚趋势,依据户籍人口规模配置义务教育资源的“定位器”存在历史局限,常住人口规模逐渐成为国家教育资源配置的新型“定位器”。在价值定位上,要求兼顾以人为本和公平正义。在目标定位上,旨在保障常住人口子女的公平就读。在功能定位上,需要满足常住人口的基本教育需要。发挥常住人口规模的义务教育资源“定位器”功能,首先需要转变资源配置理念,打破政策惯性;其次需要建立循证决策机制,定位常住人口分布;最后需要统筹教育资源配置,落实政府权责划分。Since the reform and opening up,population mobility has promoted urban development,but it has also posed challenges to the basic public services of cities,especially the supply of compulsory education.In the face of the trend of population mobility and agglomeration,the“locator”for allocating compulsory education resources according to the size of registered residence population has historical limitations.The size of permanent population has gradually become a new“locator”for the allocation of national education resources.In terms of value positioning,it is required to balance people-oriented and fairness and justice.In terms of target positioning,it aims to ensure fair education for children of permanent residents.In terms of functional positioning,it is necessary to meet the basic educational needs of the resident population.To utilize the“locator”function of compulsory education resources based on the size of the permanent population,it is necessary to first change the concept of resource allocation and break policy inertia;Secondly,it is necessary to establish an evidence-based decision-making mechanism to locate the distribution of permanent residents;Finally,it is necessary to coordinate the allocation of educational resources and implement the division of government responsibilities.
