教育强国建设中乡村学校教育高质量发展的公共性缺失与复归

摘  要:强国必强乡村,教育强国意为“教育强的国”和“通过教育来强国”,教育强国建设必须包含乡村学校教育走上高质量发展之路,实现高质量发展目标。当前乡村教育在一定程度上存在“少乡土”“缺自我”“弱自信”三大症结,掣肘教育强国建设。基于教育公共性的分析框架,高质量的乡村学校教育追求公平性地位、平等性参与、公益性服务和共享性资源等公共性价值。然而,当前的乡村学校教育面临公平地位彰显不足、平等参与机会提供不均、公益服务支持力量有限、资源开发共享程度不足的公共性缺失。当前和今后一段时期,乡村学校教育必须强化教育的公平地位,确保实质平等参与,拓展公益服务力量,开发共享优质资源,才能走上高质量发展的道路,进而实现教育的高质量发展。只有高质量的乡村学校教育,才能筑牢高质量发展基础,满足学生全面发展需求,形成多元协同善治格局,提升乡村学校资源供给,从而助力教育强国建设。A strong country necessitates strong rural areas,and the concept of an education powerhouse implies both “a country with a strong education system” and “strengthening the country through education” .The construction of an education powerhouse must encompass and require rural schools to embark on a path of high-quality development and achieve high-quality development goals.Today’s rural education,to some extent,suffers from three major issues: “lack of local characteristics”,“lack of self-identity”,and “weak self-confidence”,which hinder the construction of an education powerhouse.Within the analytical framework of educational publicity,high-quality rural school education pursues public values such as equitable status,equal participation,public service,and shared resources.However,current rural school education faces challenges such as inadequate demonstration of equitable status,unequal provision of participation opportunities,limited support for public services,and insufficient resource development and sharing.In the current and future periods,rural school education must strengthen the equitable status of education,ensure substantial equal participation,expand public service capabilities,and develop and share high-quality resources in order to embark on the path of high-quality development and subsequently achieve high-quality educational outcomes.Only through high-quality rural school education can we lay a solid foundation for high-quality development,meet the comprehensive development needs of students,form a diversified and collaborative governance structure,and enhance the resource supply of rural schools,thereby contributing to the construction of an education powerhouse.
