教育强国背景下县域义务教育优质均衡发展的价值意蕴、现实困境与破解路径

摘　　要：基础教育高质量发展是教育强国的基础支撑,县域教育是我国基础教育的重要组成部分,其优质均衡发展是我国高质量教育体系构建的重要一环。研究县域义务教育在资源配置、管理体制机制、规划布局治理及部分学校内涵建设等方面所面临的现实困境,是基于教育强国背景下对县域义务教育高质量发展时代内涵的深入思考。基于县域义务教育优质均衡发展的特征,以共同发展为核心理念、厘清教育主体责任、聚焦教育高质量体系建设目标、强化学校内涵建设,通过缩小县域教育资源配置差距、完善教育管理体制机制、科学规划教育多维布局、提高学校育人质量等路径,实现县域义务教育优质均衡发展。The high⁃quality development of basic education is the fundamental support for build⁃ing a strong education country.County education is an important component of China’s basic educa⁃tion,and its high⁃quality and balanced development is an important part of the construction process of China’s high⁃quality education system.Studying the practical difficulties faced by county⁃level compulsory education in resource allocation,management system mechanisms,planning and layout governance,and the construction of some school connotations is based on a deep reflection on the era connotation of high⁃quality development of county⁃level compulsory education under the background of an education powerhouse.Based on the characteristics of high⁃quality and balanced development of compulsory education in counties,with the core concept of common development,clarifying the re⁃sponsibility of education subjects,focusing on the goal of building a high⁃quality education system,and strengthening the connotation construction of schools,we aim to achieve high⁃quality and bal⁃anced development of compulsory education in counties through narrowing the gap in the allocation of educational resources,improving the education management system and mechanism,scientifically planning the multidimensional layout of education,and improving the quality of school education.
