摘　　要：党的二十届三中全会把“建设更高水平平安中国”作为进一步全面深化改革“七个聚焦”分领域改革目标之一。理论逻辑、历史逻辑和实践逻辑相统一是研究马克思主义整体性的重要方法,是研究建设更高水平平安中国命题提出和发展变化的基本理论框架。运用该理论框架研究发现,建设更高水平平安中国是理论逻辑、历史逻辑和实践逻辑的高度辩证统一:理论逻辑是,安全是政党起源和兴起的重要原因,平安是极重要的民生和最基本的发展环境,中国共产党作为以人民利益为中心的马克思主义政党,建设更高水平平安中国是应然的价值追求;历史逻辑是,党的百年奋斗史也是防范化解风险史,进入以中国式现代化全面推进强国建设、民族复兴伟业的关键时期,我们必然将在此前的基础上续写应对重大风险挑战、推动党和国家事业行稳致远新的历史;实践逻辑是,我国发展逐渐进入一个战略机遇和风险挑战并存、不确定难预料因素增多的时期,基于我国发展环境和建设基础的深刻变动,我们更有必要同时也更有条件建设更高水平平安中国。The Third Plenary Session of the 20th Central Committee of the Communist Party of China(CPC)regards“advancing the Peaceful China Initiative to a higher level”as one of the“seven focuses”for further deepening reform comprehensively.The unification of theoretical logic,historical logic and practical logic is an important method to study the integrity of Marxism,and it is the basic theoretical framework to study the development of“advancing the Peaceful China Initiative to a higher level”.Using this theoretical framework,we can find that this strategic deployment is the high unification of theoretical logic,historical logic and practical logic.The theoretical logic means that security is an important factor for the origin and rise of political parties.Peace is extremely important for people's well-being and the economic development.As a Marxist party,CPC must base its value orientation on people's well-being,and the building of peaceful China on a higher level is a necessary value pursuit.The historical logic means that CPC has gained valuable experience in Peaceful China Initiative over the past 100 years.The present stage of endeavoring to build a great country and move toward national rejuvenation on all fronts through Chinese modernization,we must continue to create new history of responding to major risks and challenges and ensuring steady and sustained progress in the cause of the Party and the country.The practical logic means that China has entered a period of development in which strategic opportunities,risks,and challenges are concurrent,and uncertainties and unforeseen factors are rising;with the profound changes in the development environment and construction foundation,it is more necessary and more feasible for us to advance the Peaceful China Initiative to a higher level.
