Construction of Competency Evaluation System for Skill-oriented Talents in Vocational Colleges Under the Strategy of Rejuvenating China Through Science and Education

摘  要:在科教兴国战略下,建立技能型人才胜任力评价体系,是推进职业教育高质量发展的必然选择,是推动制造业智能化发展的根本保障,也是促进就业质量提升的内在需求,有利于职业院校明确“创新型”“专业化”“高素质”技能型人才培育三重定位。基于科学性、定性与定量相结合的基本原则,构建包含3个一级指标、6个二级指标以及20个三级指标的职业院校技能型人才胜任力评价指标体系。利用主成分聚类分析法对职业院校技能型人才胜任力评价指标体系进行验证,并结合验证结果提出如下实施建议:构建“数智化”多维育人体系,强化技能型人才知识胜任力;建立“三螺旋”协同育人机制,提高技能型人才技术胜任力;健全“四步走”多维育人系统,提升技能型人才素养胜任力。Under the strategy of rejuvenating China through science and education,establishing a competency evaluation system for skill-oriented talents is an inevitable choice to promote the high-quality development of vocational education,a fundamental guarantee to drive the intelligent development of the manufacturing industry,and an inherent requirement to enhance the quality of employment.It helps vocational colleges to clarify the triple positioning of cultivating“innovative”,“specialized”,and“high-quality”skill-oriented talents.Based on the fundamental principles of scientificity,qualitative and quantitative integration,a system of indicators for the evaluation of the competence of skill-oriented talents in vocational colleges is established,which includes 3 primary indicators,6 secondary indicators,and 20 tertiary indicators.The principal component cluster analysis method is used to verify the competency evaluation index system for skilled talents in vocational colleges.Based on the validation results,the following implementation suggestions are proposed:construct a“digitalized”multi-dimensional education system to strengthen the knowledge competency of skilled talents;establish a“triple helix”collaborative education mechanism to enhance the skilled talents’technical competence;establish a comprehensive“four-step”multi-dimensional education system to enhance the competence of skill-oriented talents.
