高职院校跨境教育助力“双循环”的机理与路径  

The Mechanism and Path of Cross-border Education in Vocational Colleges for Assisting the“Dual Circulation”

摘  要:高职院校跨境教育作为实现经济社会高质量发展、助力国内国际“双循环”的重要途径,日渐成为社会关注的核心议题。高职院校跨境教育可通过促进职业教育国际化、“资源引进,资本回流”的方式,助力“双循环”新发展格局建设。然而,政策保障不足、“走出去”影响力不强、“引进来”提质不高等问题,使得高职院校跨境教育助力“双循环”实践遭遇现实壁垒。为助力“双循环”新格局构建,高职院校跨境教育主体可采取“三大举措”:强化顶层设计,畅通国内国际“双循环”;鼓励“走出”国门,助推国际大循环发展;提升“引进”质量,夯实国内循环基础。Cross-border education in vocational colleges,as an important way to achieve high-quality economic and social development and support the domestic and international“dual circulation”,has gradually become a core issue of social concern.Cross-border education in vocational colleges can contribute to the construction of the new development pattern of“dual circulation”through promoting the internationalization of vocational education and adopting the approach of“importing resources and bringing back capital”.However,issues such as insufficient policy guarantees,weak influence of“going global”,and a lack of improvement in the quality of“introduction”have caused barriers to the practice of cross-border education in higher vocational colleges facilitating“dual circulation”.To help build the new pattern of“dual circulation”,cross-border education entities in vocational colleges can take“three major measures”:strengthen the top-level design to unblock the“dual circulation”between the domestic and international markets;encourage going“abroad”to boost the development of the international circulation;improve the quality of“introduction”to consolidate the foundation of the domestic circulation.
