摘　　要：立德树人是教育的根本任务,教育质量是教育的根本追求,质量评价则成为一种衡量质量的方式和途径。立德树人的含义主要体现在德才兼备、以德为先;全面发展、以人为本;高校助力、教育为基三方面,高等教育质量评价强调“质量为核心,重视人才培养质量”和“评价为手段,超越评价指标”两方面。两者之间具有内涵的一致性,目的的统一性,以及范围的广泛性的内在关联。立德树人对于高等教育质量评价具有独特意义,主要体现在四方面:促使质量评价理念转向德育为先、质量评价主体转向多方参与、质量评价内容转向人才培养、质量评价方法转向多样科学。立德树人应该成为高等教育质量评价的价值追寻。To mold high morals and cultivate talents based on people orientation is the fundamental task of education,educational quality is the fundamental pursuit of education,quality evaluation has become a way to measure the quality.The meaning of molding high morals and cultivating talents based on people orientation is mainly reflected in the three aspects:we should emphasize both integrity and ability and give priority to integrity;we should emphasize comprehensive development and people-oriented;we should let universities be the enablers and education be the foundation.The quality evaluation of higher education emphasizes two aspects:let quality be the core and pay attention to the quality of talent training;let evaluation be the means and exceed evaluation indicators.The two are intrinsically related,including the consistency of connotation,the unity of purpose and the extensiveness of scope.The unique significance of molding high morals and cultivating talents based on people orientation for the quality evaluation of higher education is mainly reflected in the four aspects:promoting the concept of quality evaluation to turn moral education first,the subject of quality evaluation to multi-party participation,the content of quality evaluation to talent training,and the method of quality evaluation to be diverse and science.Molding high morals and cultivating talents based on people orientation should be the value pursuit of higher education quality evaluation.
