摘　　要：建设教育强国需要一大批高素质、专业化、创新型干部教师队伍。教育局长作为引领区域教育改革发展的先锋力量,其能力素质结构决定着区域教育现代化的步伐。教育局长须具备政治领导力、执行领导力、情感领导力、教育领导力、规划领导力、行政领导力等六种能力素质。教育局长在职业来源、工作状态、职业发展与进修培训方面存在着诸多角色困境,需要从构建贯通发展机制、建立能力提升机制、构筑支持服务体系、打造共治共享教育治理格局等四个方面提升教育局长的能力素质。Building a leading nation in education requires a large number of high-quality,professional,and innovative cadre teachering staff.As the vanguard force leading the regional educational reform and development,the competency-quality structure of education bureau chiefs determines the pace of regional education modernization.Education bureau chiefs ought to embody six categories of competencies,namely political,executive,emotional,education,planning,and administrative leadership.However,numerous role predicaments exist within the realms of career origin,working circumstances,professional progression,and further training.Thus,it is imperative to augment their competencies from four perspectives:devising a comprehensive development framework,instituting an ability enhancement mechanism,erecting a support service infrastructure,and forging a shared educational governance paradigm.
