摘 要:老年教育学习成果认证与应用是激发老年人持续学习的有效手段,对建设终身学习型社会和推进积极老龄化政策落实具有重要意义。基于上海、江苏、浙江、安徽四地的老年教育学习成果认证与应用现状,分析四地的政策现状、服务体系、学习成果认证和应用制度、应用技术平台及其差异,发现长三角地区老年学习成果认证与应用中存在法律政策保障不足、参与主体协同难度大、面临“跨界”困难、应用需求挖掘不足的问题,应加强顶层统筹,完善政策法规体系,构建政府主导的多元主体参与的组织体系,通过统一的标准研制和平台数据共享,挖掘学习成果应用新需求,促进老年学习成果实现更广泛的应用。The certification and application of learning achievements in elderly education is an effective means to stimulate continuous learning of the elderly,which is of great significance for building a lifelong learning society and promoting the implementation of active aging policies.Based on the current situation and textual materials of certification and application of learning achievements in elderly education in Shanghai,Jiangsu,Zhejiang,and Anhui,a comprehensive analysis is conducted on the government policies,service systems,certification and application systems of learning achievements,application technology platform,as well as the differences among them.It is found that there are problems in the certification and application of elderly learning outcomes in the Yangtze River Delta region,such as insufficient legal and policy protection,difficulty in coordinating among participating entities,difficulties in crossing boundaries,and insufficient mining of application needs.It is necessary to strengthen top-level coordination,improve the policy and regulatory system,and construct a government-led multi-subject participation organization system.Through unified standard development and platform data sharing,new demands for the application of learning outcomes can be explored to promote the wider application of elderly learning outcomes.
