摘　　要：新常态下人口结构正发生深刻变化,不同群体之间年龄比例失调趋势日益严峻,加快构建生育友好型社会已成为亟待解决的社会性发展难题。教育政策作为推动社会变革的核心工具,其驱动生育友好型社会建设的运行逻辑在于教育政策对家庭生育行为的塑造,对社会生育支持的推动,与性别平等观念的融合,以及作为社会文化变革的引擎。然而,在其驱动过程中仍然存在政策设计滞后且执行时出现落差,教育制度固化与时代需求脱节,文化传统与现代育儿理念冲突,教育资源配置不均衡等实践困境。教育政策应多维度驱动生育友好型社会建设,其关键进路是以教育政策的敏捷性适应现代家庭需求,促进教育体系内生育支持功能的优化,深化性别平等与家庭友好的教育改革,跨领域政策协同推动生育友好型社会建设。Under the new normal,the population structure is undergoing profound changes,and the trend of low fertility and aging is becoming increasingly severe.Accelerating the construction of a fertility-friendly society has become an urgent problem of social development.As the core tool for promoting social change,the operational logic of education policy to promote the construction of a fertility-friendly society lies in shaping family fertility behavior,promoting social fertility support,and integrating with the concept of gender equality as the engine of social and cultural change.However,there are still practical dilemmas in the driving process,such as the lag between policy design and implementation,the mismatch between the consolidation of the education system and the needs of the times,the conflict between cultural traditions and modern parenting concepts,and the unbalanced allocation of educational resources.Education policy should promote the construction of a fertility-friendly society in multiple dimensions,adhere to the agility of education policy to meet the needs of modern families,promote the deepening of the fertility support function in the education system,deepen the educational reform of gender equality and family friendliness,and promote the construction of a fertility-friendly society through interdisciplinary policies.
