继续教育何以阻断脱贫农民返贫?——基于中东部四省份的多案例研究

摘　　要：置身巩固拓展脱贫攻坚成果同乡村振兴有效衔接的新时期,以案例研究法为主要研究方法,运用目的抽样法在安徽、河北、湖北和山东四个省份重点扶贫开发县区的农村选取10位脱贫农民,采用访谈法、观察法等方法收集脱贫农民通过继续教育阻断返贫的案例经验,进而通过归纳式主题法分析研究文本发现,继续教育阻断脱贫农民返贫的实然成效包括四个方面,即可行能力持续提高,综合素质多维拓展,公民意识日益增强,健康韧性巩固提升。但与此同时,继续教育阻断脱贫农民返贫仍面临参与不足增加返贫风险、质量不高降低脱贫成效以及治理不善阻滞致富进程三方面的现实困境。为切实阻断脱贫农民返贫,未来应注重更新理念、拓展阻断返贫主体参与,提升质量、实现脱贫农民接续增能,优化治理、建立阻断返贫预警机制。In the new era of consolidating and expanding the achievements of poverty alleviation and effectively connecting them with rural revitalization,the case study method is the main research method.Us-ing purposive sampling method,10 poverty-stricken farmers are selected from rural areas in key poverty al-leviation and development counties and districts in Anhui,Hebei,Hubei,and Shandong provinces.Inter-view and observation methods are used to collect the case experience of poverty-stricken farmers blocking the return to poverty through continuing education.Through inductive thematic analysis of the research text,it is found that the actual effects of continuing education in blocking the return to poverty of poverty-strick-en farmers include four aspects:continuous improvement of feasible ability,multidimensional expansion of comprehensive quality,increasing civic awareness,and consolidation and improvement of health resilience.However,at the same time,continuing education to prevent poverty-stricken farmers from returning to pov-erty still faces three practical difficulties:insufficient participation increases the risk of returning to poverty,low quality reduces the effectiveness of poverty alleviation,and poor governance hinders the process of wealth creation.To effectively prevent poverty-stricken farmers from returning to poverty,in the future,we should focus on updating our concepts,expanding the participation of those who prevent returning to pover-ty,improving quality,achieving continuous empowerment of poverty-stricken farmers,optimizing gover-nance,and establishing a mechanism for early warning of poverty prevention.
