摘 要:当前,我国中小学教师“退出不畅”现象已经引起社会的广泛关注,成为建设高质量中小学教师队伍的瓶颈。基于程序公正性理论,借鉴西方发达国家中小学教师退出程序的设计经验,通过对我国T市部分中小学教师、学校管理者和教育行政部门人员的调研,提出我国中小学教师退出程序公正性的六项原则,即标准性和差别性相结合原则、准确性原则、发展性原则、人际尊重原则、参与性原则及情理结合原则。在这些原则基础上,细化我国中小学教师退出程序的流程。为确保此流程的实现需要做到:政策制定“纵横联动”,达成利益群体共识;考核标准“分层量化”,提供科学考评依据;执行机构“优化权责”,建立三级联动机制;竞争机制“民主公开”,树立以人为本理念;评价监督“主体多元”,构建协同配合模式;帮扶培训“补救优先”,遵循情理结合原则;维权保障“精准有效”,维护教师合法权益。At present,the phenomenon of“teachers'inadequate withdrawal”in primary and secondary schools has aroused widespread concern in our country,and has become a bottleneck restricting the construction of high-quality primary and secondary school teachers.Based on the theory of procedural justice,drawing on the experience of the teachers'withdrawal procedure in primary and secondary schools in western developed countries,and through the investigation of the expectations and needs of some primary and secondary school teachers,school managers and educational administrators in governmental departments in T city,six justice principles for teachers'withdrawal procedure in primary and secondary schools in China are constructed.That is,the principle of combination of standard and difference,accuracy principle,development principle,interpersonal respect principle,participation principle,the principle of combination of feelings and reasons.According to these principles,we further refine the process of the justice of primary and secondary school teachers'withdrawal procedure in China.To ensure the implementation of this process,it is necessary to reach consensus among different interest groups by vertical and horizontal linkages policies;to provide scientific evaluation basis by hierarchical quantitative assessment standards;to establish a three-level linkage mechanism by optimizing the powers and responsibilities of the executive departments;to establish people-oriented concept by democratic and open competition mechanism;to build a cooperative mode by multiple subjects of evaluation and supervision;to follow the principle of combining feelings and reasons by help remedy first;and to safeguard teachers'legitimate rights and interests through accurate and effective protection.
